✔️LACPC (CITY OF WALKER) TRAILABLE PUMP

The LACPC and the City of Walker seek bids on:
One (1) or more, new 6" trailable pumps, best-in-class, and suitable for both sewage and clean water applications.  The pumps must be dry-primed and powered with a known-brand diesel engine capable of producing up to 1750 USGPM. 
The desired specs are:
Equal pumps with substantially equal specifications will be considered.  
The City of Walker will make the final selection of the machine for purchase.  The LACPC Municipal Joint Commission may offer additional Pumps of the same brand/model and price (or equivalent specifications) to its members and affiliated local governments as joint or piggyback purchases.  Both the LACPC and the City of Walker reserve the right to cancel this solicitation at any time or to reject all offers.
Proposers must be able to deliver the machine within a reasonable timeframe as provided for in the grading criteria. Proposals will be accepted electronically only and are due by 2:00 pm on February 16, 2024.  Proposals will be submitted electronically only through https://lamats.eauctionservices.com. Unless waived, final pricing where one or more proposed machines meet the required specification will be established through a reverse auction process under La RS 38:2217.

This RFP is not a “lowest price wins” bid. The supplier will be a responsible contractor/distributor judged the most capable of delivering a Crack Sealing Machine as specified, premanufactured in a quality, workmanship manner, within the most reasonable timeframe as defined in the RFP Documents. 
Proposals are to be submitted in the format required, including any pricing and specification forms included, along with any other documentation that must be signed. Proposers must register at https://lamats.eauctionservices.com (an EASiBUY Bid Platform) to access the full RFP specifications and to submit proposals electronically. 

Notifications

All notification to vendors, including addendums and changes, will be by email to the vendor's registered representative's email address.

Price Bids (Reverse Auction)

The specifications provided herein represent the type, capacity and quality of the machine being sought, and are not exclusive.  Where more than one vendor's offered machine can be accepted, the LACPC reserves its right to conduct additional best and/final price bids through a scheduled reverse auction process. For joint use or piggyback purchases, the LACPC reserves the right to established tiered awards based on the availability or delivery timeframes at time of order by the LACPC. 

Additional Information

The LACPC anticipates its members and affiliates requiring up to 6 additional machines of like capacity over the 2024 - 2025 Calendar Year.  The LACPC seeks to negotiate a one-year supply contract for the ordering and the delivery of Crack Sealing Machines.
The winning vendor is required to pay an electronic administrative fee of 1.5% of the total sales price upon delivery of the initial machine. The fee for additional joint use or piggyback sales, if any, will be negotiated. Any price offering must take into account the payment of this fee. The Administrative Fee is paid to:  LaMATS, as Administrator of the LACPC, 6767 Perkins Rd, Baton Rouge, LA 70808.

Addendums (if any, will be listed below)

#1 Addendum #1 extends the bid due date until February 16, 2024, at 2:00 pm. 
# 2 Addendum #2 clarifies the specifications by deleting the optional "John Deere" engine and the Sound Attenuation. The specifications are for an "Open" pump. The addendum also deletes the requirement that the engine/pump capacity reaches 2200 RPM/1770 USGPM.  Addendum #2 also clarifies that each Proposer may (and should) present their own standard specification sheets to show their pump's capabilities, including maximum RPM and USGPM. A SUBSTITUTE FORM has replaced the original Specification and Price Form under ATTACHMENTS. Please use the SUBSTITUTE FORM. 
#3 Addendum #3 clarifies, as stated in the electronic document, that the bid is not a "low price wins" bid.  The city will determine which pump best fits its needs based on functionality, quality, price, dependability, and serviceability.
