USE THIS PORTAL TO SUBMIT YOUR PROPOSAL FOR THE Grapple Truck SOLICITATION (LACPC Joint Purchasing Commission).

DESIRED EQUIPMENT (or equivalent)
The LACPC desires a supply of hydraulically operated, telescoping Knuckle Boom trash loader to be used in the collection of oversize trash items such as discarded appliances, furniture, brush, leaves, building materials, etc. The loader is intended to be mounted directly behind the cab of a long wheelbase cab chassis, along with a trash dump body, and should be a one-man operated, turn-key system.
The LACPC expects to enter into a supply contract with the winning vendor to supply premanufactured Knuckle Boom Trucks in 2023 and 2024, with the option to renew the supply contract during calendar year 2025. 
It is the intent of the LACPC to standardize to one high-quality Knuckle Boom Truck configuration/brand to standardize the Knuckle Boom fleet of trucks among LACPC members and affiliated local governments.   
NOTICE TO BIDDERS
The LACPC Cooperative Joint Commission will accept electronic proposals for the desired Knuckle Boom Truck as specified in the attached documents. Proposals will be accepted until 2:00 pm, July 10, 2023.  Vendors are required to register at https://lamats.eauctionservices.com. Additional specifications and requirements can be accessed after registration. Registration and submission of bids electronically is at no cost. 
Proposals will be evaluated to determine if the offering complies with the final specifications.  Final pricing (best and final pricing) will be determined through a reverse auction process.

LACPS FEES
An awarded vendor who sells product under contract to the LACPC or to a joint/cooperative purchaser, shall be responsible for paying a 2% electronic processing/administrative fee on all net contract receipts ($20 per $1000 of product sold), but not to exceed $3000 per sale.  (The applicable fee for additional sales beyond the initial sale will be negotiated.)

ADDENDA AND INTERPRETATIONS:
No interpretation of the meaning of the specifications or contract documents will be made orally to any Bidder. Every request for such interpretation should be in writing and emailed to Paul Holmes, Contracts Administrator, at LACPC@lamats.net.  To be given consideration, such requests must be received sufficiently prior to the date fixed for the opening of bids to permit distribution of response to all Proposers. 
JOINT USE CONTRACT:
The contract may be offered as a joint-use (or “piggy-back”) contract under Louisiana Revised Statutes Title 33, Local Services Law by the LACPC Cooperative Joint Commission. Initial pricing submitted (or as may be reduced) must be firm and should apply to all sales placed within 6 months of bid closing.  Thereafter, price increases or decreases will be determined every six months during the term of the contract according to industry formula deemed acceptable.  
Joint use of the expected contract, if any, will be administered through LaMATS Purchasing Services (“LPS”) on behalf of the LACPC and the purchaser.
LICENSURE
Vendors, where required, must comply with Licensure by the Louisiana Motor Vehicle Commission. 
ADDITIONAL TERMS AND CONDITIONS 
The LACPC reserves the right to seek additional price bids through a reverse auction process where more than one proposal submitted substantially satisfies the specifications.  (Please see the Pricing Section of the Proposal Form.)  A reverse auction, where applicable, will be scheduled (and vendors notified) after the proposal submission deadline. The LACPC reserves the right to cancel this solicitation and to reject all proposals and to waive or cancel best and final price offers (reverse auction pricing).  There is no obligation for any particular LACPC member or affiliate to purchase from the resulting, non-exclusive contract.
